Ukraine Minerals Deal Signed, Secures U.S. Advantage

On April 30, 2025, the U.S. and Ukraine finalized a landmark minerals deal, establishing the United States-Ukraine Reconstruction Investment Fund to tap Ukraine’s $500 billion in rare earth minerals, oil, and gas, as reported by NPR and The New York Times. Treasury Secretary Scott Bessent, signing alongside Ukraine’s Yulia Svyrydenko in Kyiv, emphasized that the 50-50 partnership gives.
